One Less Thing to Worry About…

The Governor’s Executive Order 124, issued March 31, 2020, prohibits all end-user providers of residential electric, natural gas, water, and wastewater utility services from disconnecting services to residential customers. The exceptions are if the disconnection is requested by the customer or for safety reasons. Utility providers are encouraged, but not required, to reconnect previously disconnected service to the extent practical. This order is in effect for the next 60 days, unless rescinded or replaced with another Executive Order.

The order further requires waiving any fee, charge, penalty, or interest for a late or untimely payment that became due from the date of Executive Order 124 (March 31, 2020). Customers shall have the opportunity to make reasonable payments to pay off their balances over at least a 6-month period from the end of this order or the end of the last order that extends this protection, if applicable. No provision in this Executive Order relieves a customer of their obligation to pay bills for receipt of any service covered by this Executive Order.


1. This Section applies to all ordinary monthly (or other periodically-issued) charges for service to residential customer locations in North Carolina by all Utility Service Providers, whether for their customers’ business or personal use.

2. This Section does not apply to additional optional services ordered by customers above their usual periodic charges.

The North Carolina Department of Health and Human Services and the North Carolina Department of Environmental Quality shall work with utility service providers to publicize payment assistance programs to help customers, particularly customers qualified for the Low Income Energy Assistance Program, in the payment of their utility bills.
